Tariff Refund Program
AT A GLANCE OVERVIEW
The Biggest Tariff Refund in Modern U.S. History
On February 20, 2026, the Supreme Court struck down all IEEPA tariffs in a 6-3 ruling. The Court of International Trade has ordered U.S. Customs and Border Protection (CBP) to begin processing refunds of every dollar collected, plus interest. The mechanism is being built now in CBP's Automated Commercial Environment (ACE) portal.
Defining the Opportunity
According to estimates, over 330,000 businesses are owed money, and the vast majority don't know how to get it back. Very few importers have completed the basic setup required to receive an electronic refund, which is the first step in a long list of actions needed to recover their money.
Beyond the 330,000+ importers of record, according to estimates, up to one million additional businesses paid inflated costs on goods brought into the U.S. by carriers like FedEx, UPS, and DHL on their behalf. These businesses absorbed IEEPA tariff costs without ever appearing on a customs filing, and most don't realize there may be a path to recovery.
